The Presidential Palace has denied reports that President Ferdinand Marcos Jr. ever approved the creation of a so-called "leadership fund" within the Department of Public Works and Highways (DPWH). In a statement on Thursday, Press Secretary Cheloy Garafil said the claim is "baseless and unfounded," stressing that the President never gave any authorization for such an allocation.
Garafil urged the public to disregard the supposed revelation, which she described as a malicious fabrication meant to mislead the people. She added that all government disbursements are strictly subject to existing rules and audit procedures, and that the administration remains committed to transparency in the use of public funds.
The issue arose after reports circulated that a substantial sum had been earmarked as a "leadership fund" under the DPWH's proposed budget. Some lawmakers had raised questions over the nature of the allocation, prompting the Palace to issue the clarification.
Separately, the DPWH released its own statement explaining that what was allegedly called a "leadership fund" is in fact a standard appropriation for the department's maintenance and other operating expenses. The agency maintained that all its budget items are consistent with national guidelines and are intended to support infrastructure projects across the country.
The Palace likewise reminded the public to verify news from official sources and to avoid spreading unconfirmed information that could sow confusion. It reiterated that the administration's focus remains on delivering essential services and pushing for sustainable development, undeterred by what it called "baseless accusations."
