The Philippine government has authorized the United States Armed Forces to utilize four more military installations in the country, a move that effectively expedites the full implementation of the Enhanced Defense Cooperation Agreement (EDCA). The decision, announced in February 2023, marks a significant step in the long-standing Philippines–United States security alliance.
EDCA, signed in 2014, allows US troops to rotate through designated Philippine military facilities and pre-position equipment for humanitarian and security operations. Under the new arrangement, the number of agreed sites expands, giving American forces a broader footprint across the archipelago, particularly in areas facing rising geopolitical tensions.
Officials familiar with the development said the additional bases were selected to enhance mutual defense capabilities and improve response times during disasters or contingencies. They include locations that are strategically positioned near vital sea lanes, reinforcing the two nations' commitment to maintaining a rules-based order in the Indo-Pacific region.
While the agreement has been in effect for years, the latest expansion signals a renewed urgency to complete its operational framework. Philippine authorities have emphasized that the arrangement is not permanent basing, but rather rotational access that respects Philippine sovereignty and constitutional processes.
The move draws attention from regional observers and China, which has repeatedly objected to increased US military presence in the Philippines.
