New DepEd Guidelines Aim to Safeguard Students and Ensure Educational Continuity Amid Disasters

The Department of Education (DepEd) has recently updated its guidelines on the suspension of classes and work in schools during various emergencies, aiming to protect students, teachers, and staff while maintaining educational continuity. The new DepEd Order No. 022, issued on December 23, 2024, addresses a range of scenarios including typhoons, heavy rainfall, earthquakes, power outages, extreme heat, and poor air quality.

The order emphasizes DepEd’s commitment to the safety and security of its community while recognizing the critical need for uninterrupted learning, particularly in disaster-prone regions. To achieve this balance, the policy mandates the development and regular updating of Learning and Service Continuity Plans (LSCPs) by schools. These plans are designed to minimize educational disruptions by incorporating Alternative Delivery Modes (ADMs) such as modular distance learning, online education, and blended learning approaches.

In the event of face-to-face class suspensions, schools are encouraged to swiftly transition to these alternative modalities to ensure students continue their education. The LSCPs also include measures for protecting educational materials and devices from damage, and ensuring their distribution to students when necessary.

Furthermore, the plans involve mobilizing school personnel during emergencies and providing training through initiatives like Learning Action Cells to prepare teachers for alternative teaching methods. DepEd also promotes collaboration with local government units, parents, and community organizations to enhance the implementation of these continuity plans.

Schools are required to allocate specific funds for disaster preparedness and recovery within their School Improvement Plans, ensuring resources are available for ADMs, make-up classes, and other related activities. The LSCPs are to be developed every three years in conjunction with the School Improvement Plan and reviewed annually at the beginning of each school year.
