Senate Sets Agenda: Four Key Bills to Tackle Upon Resuming Session

The Philippine Senate is gearing up to address four significant legislative proposals when it reconvenes on January 13. Senate Majority Leader Francis Tolentino highlighted the urgency of these bills, which include the rescheduling of barangay elections, the modernization of the Philippine Institute of Volcanology and Seismology (Phivolcs), amendments to the Baguio City Charter, and adjustments to the pensions of the Department of Foreign Affairs (DFA) retirees.

The top priority is a bill that proposes to delay the barangay elections and extend the terms of current officials by two years. Under Senate Bill 2816, the term of office for barangay and Sangguniang Kabataan (SK) officials would be set at four years, with a limit of three consecutive terms in the same position. The next Barangay and SK Elections (BSKE) are scheduled for the first Monday of October 2027, and every four years following, to avoid clashing with national and local elections, thus promoting more effective governance and allowing the Commission on Elections sufficient time to manage the process smoothly.

Tolentino emphasized the need for the Phivolcs modernization bill, especially after recent volcanic activities at Kanlaon and Taal. The modernization, outlined in Senate Bill 2825, would involve upgrading Phivolcs’ equipment, expanding the network of seismic stations, and improving salaries and training for its staff to enhance disaster preparedness and safeguard communities.

Another bill on the agenda, House Bill No. 7406, seeks to amend the Baguio City Charter to prevent the city from losing its status as an independent, highly urbanized local government and to address issues related to property titling.

Lastly, Senate Bill No. 2863, known as the Foreign Affairs Pension Differential Act, aims to support retired DFA personnel aged 65 and above who have served for at least 15 years, ensuring they receive a pension that reflects their dedication and service to the country.

In addition to these key bills, the Senate will also consider other legislative measures, including local bills, reorganizing the National Tax Research Center, enhancing the mining sector, and bolstering the National Housing Authority.
