Two Chinese Nationals Detained at NAIA for Using Counterfeit Exit Documents

In a recent crackdown at the Ninoy Aquino International Airport Terminal 3 in Pasay City, two Chinese men were apprehended by the Bureau of Immigration (BI) for allegedly using fake exit clearances. The incident, which occurred last week, was disclosed by the BI on Monday, January 27, 2025. The arrested individuals, identified as Wang Changru, aged 53, and Cui Wen, aged 33, were attempting to board a Cathay Pacific Airlines flight to Hong Kong when they were intercepted on January 24. Investigations revealed that both men had overstayed their welcome in the Philippines since their arrival in 2019. They presented emigration clearance certificates (ECC) dated January 23, which falsely claimed they were allowed to remain in the country until February. However, BI NAIA 3 head Dennis Javier pointed out that the centralized database quickly identified the documents as forgeries. Following the confirmation of the counterfeit ECCs, the two were arrested and handed over to the BI’s legal division. They now face deportation proceedings for breaching the Philippine Immigration Act of 1940.
