The House of Representatives has moved forward with a bill that would extend the term of barangay and Sangguniang Kabataan (SK) officials from three to six years, passing it on second reading. The legislation, House Bill 11287, was approved through voice voting during a session on Monday. It aims to modify Sections 42 and 43 of the Local Government Code of 1991, Republic Act 7160.
Rep. Rufus Rodriguez from Cagayan de Oro City’s 2nd District, who introduced the bill, argued that extending the term would enhance stability at the barangay level and allow current leaders to see their initiatives through to completion. Rodriguez stated, “This would ensure more stability in the barangay level and ensure that the programs initiated by the current leaders would come to fruition.”
He further explained that less frequent elections could decrease political divisiveness within communities. Rodriguez pointed out, “It is common knowledge that elections, whether national, local, or barangay, prove to be divisive among the populace. Candidates and their supporters try to destroy their opponents by using any means necessary just to be able to secure victory.”
The proposed legislation suggests holding synchronized barangay and SK elections every six years, starting on the second Monday of May in 2029. Additionally, the bill sets a term limit of two consecutive terms for barangay officials and a one-term limit for SK officials.
A transitory provision in the bill allows barangay and SK officials elected in October 2023 to serve until the May 2029 elections, provided they are not removed or suspended for cause.
