Philippine National Police Chief Advocates for a More Civilian-Focused Force

In a recent statement, Philippine National Police (PNP) chief Gen. Rommel Francisco Marbil emphasized the need for the PNP to shift towards a more ‘civilian-centric’ approach. Marbil suggested revising Republic Act 6975 to modernize the police force and align it more closely with civilian needs. He proposed moving away from the current hierarchical structure to a flatter one, which he believes would enhance decision-making speed and accountability within the force. Marbil argued that the existing militarized structure is not suitable for the PNP’s civilian mandate, and a more streamlined organization would improve local accountability, strengthen community ties, and reduce bureaucratic inefficiencies. Despite acknowledging past successes in internal reforms, Marbil stressed that deeper systemic issues remain due to the PNP’s top-down culture, which he said hampers innovation and individual accountability. As he approaches retirement next month, Marbil urged for a significant reorganization of the PNP, emphasizing that such changes are crucial not only for operational efficiency but also for fulfilling the PNP’s role as protectors of the public and models of good governance. Marbil took over as the 30th PNP chief on April 1, 2024, and is set to retire on February 7 upon reaching the mandatory retirement age of 56.
