New Magna Carta Bill Enhances Training and Benefits for Barangay Health Workers

Senator Loren Legarda announced on Tuesday that the passage of Senate Bill No. 2838, known as the Magna Carta of Barangay Health Workers (BHWs), will significantly improve the training and benefits available to these community health workers across the nation. The bill, which received final approval from the Senate on Monday, marks a pivotal moment after nearly three decades of advocacy for the recognition of BHWs’ tireless efforts and sacrifices.

Legarda, the principal author and co-sponsor of the bill, highlighted the essential role BHWs play in the healthcare system, often working without adequate recognition or support. She referenced the inspiring story of Melinda Brosas, a BHW recognized by the World Health Organization for her dedication in serving 103 households in her area, navigating challenging terrains to deliver healthcare services.

The senator stressed that the effectiveness of BHWs is heavily dependent on the priority given to health services by local government units (LGUs). She pointed out that insufficient resources not only hinder the workers but also the communities they serve.

Senate Bill No. 2838 aims to rectify these issues by professionalizing BHWs, ensuring they receive fair compensation, comprehensive training, and a place in the government’s employment roster. The bill also promises a range of benefits including monthly honoraria, transportation and subsistence allowances, hazard pay, insurance coverage, health emergency allowances, a December cash gift, and a service recognition incentive.

Legarda emphasized that these benefits are long overdue and represent a step towards correcting the historical injustices faced by BHWs. The corresponding House Bill No. 6557 was passed on final reading by the House of Representatives on December 13, 2022, paving the way for these crucial enhancements to become law.
