Philippine Agriculture Department to Distribute NFA Rice at Reduced Price Amid Food Security Crisis

In response to a declared food security emergency, the Department of Agriculture (DA) in the Philippines has announced plans to distribute rice from the National Food Authority (NFA) at a discounted rate of PHP33 per kilogram. This initiative, aimed at bolstering food security, targets local government units (LGUs), other government agencies, and government-owned corporations. Previously, the price was set at PHP35 per kilogram, but it was adjusted to expedite the distribution of NFA’s rice stocks.

Roy Untiveros, the acting department manager of NFA, explained that the price reduction, despite potential losses estimated between PHP1.8 billion to PHP2.2 billion, is necessary to free up storage space for incoming palay (unhusked rice) from farmers. The NFA aims to release approximately 150,000 metric tons of well-milled rice over the next six months.

The DA, through the Food Terminal Incorporated, will handle the sales and profits from these transactions, as per Republic Act 12078, which prohibits the NFA from selling its stocks directly. The DA’s involvement is crucial for replenishing the stocks.

Efforts are underway to coordinate with LGUs for the allocation of these rice stocks. Fifty-three letters have been sent out, and responses are awaited to determine which LGUs are interested in participating. So far, LGUs in Metro Manila and Cavite have expressed interest in securing allocations.

The NFA rice will be available at Kadiwa ng Pangulo centers and kiosks in Metro Manila until the second week of February.
