The Department of Budget and Management (DBM) has confirmed the approval of the Implementing Rules and Regulations (IRR) for Republic Act No. 12009, known as the New Government Procurement Act (NGPA). The approval came during a meeting of the Government Procurement Policy Board – Technical Support Office (GPPB-TSO) on February 4, 2025, under the leadership of Budget Secretary Amenah Pangandaman, who also chairs the GPPB. The NGPA, signed into law by President Ferdinand R. Marcos Jr. on July 20, 2024, and effective from August 13, 2024, seeks to overhaul the government’s procurement processes by integrating modern technologies and innovative solutions. It aims to enhance efficiency, ensure value for money, and improve the quality of public services. The new law updates the procurement framework established by the 21-year-old RA 9184, introducing standardized procurement forms and electronic procurement systems. Secretary Pangandaman praised the GPPB members for their dedication to crafting effective procurement reforms, emphasizing the collective effort to uphold high standards of public service and accountability. The meeting saw participation from key figures such as DBM Undersecretary Janet Abuel, Procurement Service-DBM Executive Director Genmaries Entredicho-Caong, and representatives from various government departments.
