LTO Launches Probe into Angkas Riders’ Traffic-Blocking Motorcade in Rizal

The Land Transportation Office (LTO) has initiated an investigation into a group of Angkas motorcycle taxi riders who were caught on video obstructing traffic at an intersection in Cainta, Rizal. The incident, which occurred on February 2, 2025, involved riders blocking the road to allow their motorcade to pass, ignoring traffic signals and causing significant disruption to other road users.

LTO chief Assistant Secretary Vigor Mendoza II announced the investigation on February 6, 2025, emphasizing the need to determine if the motorcade had been sanctioned by any local government unit. Mendoza criticized the riders for their apparent self-initiated action, which he said not only inconvenienced thousands of motorists and commuters but also drew public ire towards the LTO.

The LTO’s probe aims to identify the individuals responsible for the traffic obstruction and to impose appropriate sanctions. Mendoza highlighted the incident as a clear breach of traffic laws, reflecting a lack of discipline and respect for other road users. He stressed the importance of preventing such occurrences in the future and warned of severe penalties if necessary.

The viral dashcam footage, shared widely on social media, showed the Angkas riders deliberately blocking the intersection to facilitate the passage of their motorcade, which was reportedly en route to a unity ride on Marilaque Highway.

In response to the incident, Angkas CEO George Royeca issued a public apology, acknowledging the wrongdoing and stating that such behavior was unacceptable.
