The Canadian Embassy in Manila has announced that the Philippines and Canada are on track to finalize a visiting forces agreement by the end of 2025. The embassy stated that the final stages of the Status of Visiting Forces Agreement (SoVFA) are currently underway, with expectations set for ratification before the year concludes. This development marks a significant step in the strengthening of defense ties between the two nations. The past year has seen a surge in defense engagements and training between the Philippines and Canada, spurred by a Memorandum of Understanding on Defence Cooperation signed in January 2024. Philippine Defense Secretary Gilberto Teodoro Jr. has also expressed intentions to negotiate similar agreements with New Zealand, France, and potentially other European countries. Teodoro emphasized the need for swift negotiations with Canada and France, highlighting the importance of interoperability and the evolving nature of global conflicts. During a reception in Makati on February 4, he stressed the necessity for the Philippine armed forces to train alongside other nations’ forces. Canadian Ambassador to Manila, David Hartman, has described Canada as a steadfast partner to the Philippines, particularly in areas of counterterrorism and territorial defense.
