In a significant leadership change at the Philippine Health Insurance Corporation (PhilHealth), newly appointed President and Chief Executive Officer Edwin Mercado has committed to reducing patients’ out-of-pocket medical expenses to 25 percent, a notable decrease from the current range of 45 to 47 percent. During a turnover ceremony held on February 10, 2025, at the PhilHealth office in Pasig City, Mercado expressed his gratitude to his predecessor, Emmanuel Ledesma Jr., for his efforts in enhancing health benefit packages over the past two years.
Mercado emphasized the importance of gathering accurate and relevant data to inform future improvements in benefits. He stated that his administration is aligned with the directives of President Ferdinand ‘Bongbong’ Marcos Jr., aiming to ensure continuous service and expand benefits for PhilHealth members. Mercado’s strategy includes prioritizing the digitalization and computerization of PhilHealth’s operations to improve member experiences, engage more effectively with stakeholders, and streamline operational processes.
Before taking the helm at PhilHealth, Mercado was sworn into his position by President Marcos at the Malacañan Palace on February 4. With 35 years of experience as a US-trained orthopedic surgeon, Mercado brings a wealth of knowledge in hospital management, strategic planning, financial management, and primary care programs to his new role.
