MARINA Embarks on Global Digital Certification Pilot with ICS and Lloyd’s Register OneOcean

MANILA – The Maritime Industry Authority (MARINA) has initiated a groundbreaking pilot project aimed at integrating its digital system with the International Chamber of Shipping (ICS) and Lloyd’s Register OneOcean (LROO), a leading maritime digital solutions platform. This collaboration, announced in a recent press release, focuses on enhancing the MARINA Integrated Seafarers Management Online (MISMO) system by connecting it with international platforms to modernize the seafarer certification process.

The initiative, which was officially launched through a memorandum of understanding (MOU) signed during the 11th session of the International Maritime Organization’s Sub-Committee on Human Element, Training and Watchkeeping in London, aims to create a secure system that integrates all seafarer certificates. This system will provide real-time access to key stakeholders and give seafarers more control over their personal data.

MARINA stated that integrating the MISMO system internationally will align it with global standards, reduce administrative burdens, and improve compliance and efficiency for seafarers, shipping companies, port state control, and flag administrations. The MOU outlines the evaluation of technical and regulatory requirements needed for a global digital certification system, starting with an initial API integration concept to connect MISMO to the pilot platform.

During the MOU signing, MARINA Administrator Sonia Malaluan emphasized the Philippines’ dedication to meeting global maritime standards and advancing digital transformation within the industry. She highlighted that the pilot project is a crucial step toward establishing a global platform that will streamline and enhance the certification process for Filipino seafarers.
