In a significant move to enhance governmental operations, the Philippines and the United Arab Emirates (UAE) have agreed to develop a cooperative framework. This initiative, aimed at improving government competitiveness and public financial management, was formalized through a memorandum of understanding (MOU) signed on February 11 during the World Governments Summit (WGS) 2025 in Dubai.
The MOU, which seeks to establish an institutional framework, will focus on enhancing government performance, strengthening capacities, and refining performance measurement systems within governmental entities. The agreement also opens avenues for collaboration in strategic planning and management.
Philippine Ambassador to the UAE, Alfonso Ver, emphasized the significance of the agreement, stating that it not only strengthens bilateral ties but also aligns with the WGS’s goal of improving government functionalities. He expressed enthusiasm about learning from each other’s governance practices.
The MOU was signed by Department of Budget and Management Secretary Amenah Pangandaman and UAE Deputy Minister of Cabinet Affairs for Competitiveness and Experience Exchange, Abdullah Nasser Lootah, who also chairs the UAE National Committee on Sustainable Development Goals.
In addition to the MOU, the two nations also inked three legal treaties on extradition, mutual legal assistance in criminal matters, and the transfer of sentenced persons. Another MOU was signed with the non-profit Clean Rivers Abu Dhabi to rejuvenate the Pasig River.
First Lady Liza Araneta-Marcos represented the Philippines at the WGS, accompanied by Secretary Pangandaman and other officials. The summit, which explores innovative solutions for future government challenges, underscores the importance of technology and innovation in addressing global issues.
