MANILA – In a bid to safeguard Filipino workers abroad, the Department of Migrant Workers (DMW) has announced the implementation of more stringent deployment protocols for overseas Filipino workers (OFWs) destined for Kuwait. This move comes in the wake of recent distressing incidents involving OFWs.
During a recent interview on Bagong Pilipinas, DMW Secretary Hans Leo Cacdac explained that rather than imposing a complete ban on deployments, the government is opting for enhanced screening procedures for both the workers and their potential employers.
Cacdac highlighted a significant issue in the current deployment process to Kuwait, where workers sign contracts with named employers they have never met. He described this as problematic, potentially leading to misunderstandings and conflicts due to the lack of familiarity between the worker and the employer.
To address this, the DMW is rolling out a ‘Know Your Employer’ initiative, which mandates a pre-departure video call between the OFW and their employer. This step is intended to foster familiarity and reduce the risk of exploitation or abuse.
Cacdac emphasized the mutual benefits of this approach, noting that it allows both parties to see each other and understand who they will be working with. Additionally, the DMW plans to tighten employer qualifications, including thorough background checks for criminal records, financial stability, and past performance in managing workers.
A new whitelisting system will also be implemented for employers and recruiters in both Kuwait and the Philippines, ensuring that only those who meet compliance standards can hire OFWs.
For OFWs who have been in Kuwait for an extended period, the DMW is upgrading its electronic monitoring system. This includes the introduction of a ‘Kumustahan System,’ which enables workers to report their conditions through text, email, or social media, facilitating easier and more effective monitoring of their well-being.
