MANILA – Speaker Ferdinand Martin Romualdez praised President Ferdinand R. Marcos Jr.’s recent actions to enhance Marawi’s recovery, notably the formation of the OPAMRD through Executive Order 78.

The OPAMRD aims to ensure the efficient, effective, and timely execution of the programs, activities, and projects within the Bangon Marawi Comprehensive Rehabilitation and Recovery Program.

“The President’s initiatives demonstrate a strong commitment to resolving the persistent challenges hindering Marawi’s full recovery,” Romualdez stated in a press release.

He emphasized that the establishment of the OPAMRD marks a crucial advancement in maintaining and accelerating Marawi’s rehabilitation efforts.

“This move showcases President Marcos’ dedication to fulfilling his commitments to Marawi and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM),” Romualdez added.

Despite progress, Romualdez acknowledged ongoing challenges such as delays in infrastructure projects, housing solutions, and livelihood restoration.

“The creation of OPAMRD tackles these challenges by establishing a central authority to coordinate government efforts and ensure that programs meet the needs of the affected communities,” he explained.

“Marawi’s residents deserve a rehabilitation process that is efficient, transparent, and inclusive. President Marcos’ establishment of OPAMRD ensures these goals are at the forefront,” Romualdez said.

He stressed the importance of involving local stakeholders, the private sector, and civil society in the success of the OPAMRD.

“We need to include Marawi’s people in every stage of the process. Their voices, hopes, and experiences should guide our efforts,” he remarked.

“Rehabilitating Marawi is not just about rebuilding physical structures; it’s about restoring dignity, hope, and opportunities for our fellow Filipinos. Together, we can turn Marawi’s story into one of resilience and victory over adversity,” Romualdez concluded.

He assured that the House of Representatives would provide the necessary resources and pass legislation to support the OPAMRD’s initiatives.

Romualdez also committed to collaborating closely with the executive branch and BARMM leadership to ensure the rehabilitation program meets the needs of Marawi’s people.

He highlighted the House’s efforts to accelerate Marawi’s recovery from the 2017 siege, including securing adequate funding and establishing oversight mechanisms.

The House has allocated at least PHP1 billion annually in the national budget for reconstruction efforts, increased oversight on rehabilitation funds, and supported BARMM’s local development projects.

Romualdez noted that the House has conducted numerous hearings and inquiries to ensure the effective use of funds for Marawi’s rehabilitation, aiming to prevent delays, mismanagement, or corruption.

“Congress has also worked to align national and regional efforts, particularly in infrastructure development, social services, and peacebuilding programs,” he concluded. (PNA)
