NTF-ELCAC: A Thorn in the Side of Communist Rebels

MANILA – The NTF-ELCAC has been a significant obstacle for the Communist Party of the Philippines (CPP) and its armed faction, the New People’s Army (NPA). According to NTF-ELCAC Executive Director Undersecretary Ernesto Torres Jr., the task force has been instrumental in enhancing infrastructure and educational facilities in isolated areas since its inception in 2018.

Torres emphasized that the communist groups are keen on dismantling the task force, stating, ‘That is why, (with) every opportunity, they would like to have it abolished.’ He further elaborated on the task force’s roadmap, which is centered on socio-economic development to empower communities and make them more resilient against threats from terrorist and other groups, including the CPP-NPA-NDF.

The multi-faceted strategy of the NTF-ELCAC, which includes development initiatives, information dissemination, and community involvement, has led to a significant weakening of communist forces. This approach has resulted in thousands of rebels surrendering and the dismantling of 85 out of 89 guerilla fronts, with the remaining four also weakened.

Torres expressed pride in the achievements and partnerships formed over the past six years, stating, ‘So, we will now celebrate the successes, the achievements, and the partnerships that we had for the past six years.’

Established through Executive Order 70 by President Rodrigo R. Duterte in December 2018, the NTF-ELCAC aims to implement a comprehensive national approach to achieve inclusive and sustainable peace.

On its sixth anniversary, the NTF-ELCAC reiterated its commitment to addressing the root causes of conflict and empowering communities. (PNA)
