In a significant development, the Bases Conversion Development Authority (BCDA) has successfully taken over the management of the 240-hectare leased areas of Camp John Hay in Baguio City. This transition occurred smoothly on Monday, following a Supreme Court ruling in October 2024 that mandated the private developer, Camp John Hay Development Corporation (CJHDevCo), to relinquish control of the property to the government.
The takeover was executed without any issues, and by 11 a.m., the gates of Camp John Hay were reopened to the public after a brief closure earlier in the day. This closure was necessary to facilitate the implementation of the Notice to Vacate for CJHDevCo’s clients.
Leilani Macasaet, BCDA’s vice president for public affairs, confirmed that the authority has now taken charge of key facilities including The Manor, Forest Lodge, the golf club, CAP Convention Center, Commander’s Cottage, and various open spaces. She emphasized BCDA’s commitment to ensuring that businesses within Camp John Hay continue to operate and flourish under the new management.
Security was maintained throughout the process, with Baguio City Police Office Director Col. Ruel Tagel stating that the transition was orderly and incident-free. Officers were deployed as requested to oversee the implementation of the court’s order.
John Hay Leisure, responsible for managing The Manor, Forest Lodge, and Cap Convention Center, expressed support for the transition but urged the protection of their over 400 direct employees and contractors. Similarly, the CJH Golf Club voiced concerns for the welfare of its more than 1,000 members during this changeover.
