Northern Samar Upgraded to First-Class Province Amid Economic Growth

In a significant development for Northern Samar, the province has been elevated from a second-class to a first-class status in 2024, reflecting a robust improvement in its fiscal performance over the past three years. This upgrade was announced by Governor Edwin Ongchuan, who highlighted the progress in an undated photo shared by the provincial government.

The fiscal uplift has seen 18 out of 24 towns in Northern Samar achieving higher income classifications. Notably, Catarman, Laoang, and Mondragon have reached first-class status, with Catarman maintaining its position and Laoang and Mondragon advancing from second and third class, respectively. Additionally, Catubig, Las Navas, and Palapag have moved up from third to second class, while Pambujan and San Isidro have progressed from fourth to second class.

Further improvements include Bobon, Gamay, Lavezares, Lope de Vega, San Roque, and Silvino Lubos, which have all risen from fourth to third class. Meanwhile, Allen, Mapanas, San Jose, and Victoria have shifted from fifth to fourth class municipalities.

Governor Ongchuan emphasized the importance of these upgrades, stating that higher income classifications are crucial for development. They signify increased financial strength and better resource mobilization, which in turn allow for greater investments in essential sectors such as healthcare, education, infrastructure, and agriculture. These enhancements are expected to improve the quality of life for residents across the province.

While some municipalities have not changed their income class, the overall trend indicates a positive economic trajectory for Northern Samar. The provincial government views the updated classification as a strategic foundation for setting clear, data-driven objectives for the year 2025.
