Senators Highlight Importance of Checks and Balances in 2025 Budget Delay

MANILA – The delay in finalizing the 2025 General Appropriations Act (GAA) has been praised by senators as a demonstration of the robust system of checks and balances within the legislative framework. Senate President Francis Escudero explained that the delay is a reflection of the Executive Branch’s constitutional rights to thoroughly review and potentially veto specific items in the proposed budget.

Escudero emphasized that such delays are a normal part of the legislative process, highlighting the Executive’s authority to scrutinize and adjust the budget as needed. He noted that the complexity and detail of the GAA necessitate a careful examination each year.

Echoing Escudero’s views, Senator Grace Poe described the ongoing review as a vital sign of a functioning democracy. She stressed the importance of maintaining the integrity of the budgetary process, affirming the President’s right to evaluate and decide on the budget’s approval or veto.

Poe also pointed out the GAA’s significant impact on the nation’s economic trajectory, labeling it as the cornerstone legislation for promoting economic stability and fostering GDP growth in the coming year.

Despite the delay, legislative leaders are confident that the budget will be signed into law before the year concludes, preventing the need for a reenacted budget. The Palace has extended the deadline for President Ferdinand R. Marcos Jr. to sign the 2025 General Appropriations Bill, allowing for a comprehensive review of the proposed financial plan.
