Bureau of Immigration Teams Up with NICA to Enhance Foreign Student Visa Process

In a move to bolster security and streamline the application process, the Bureau of Immigration (BI) has announced a collaboration with the National Intelligence Coordinating Agency (NICA) to verify the identities of foreign students wishing to study in the Philippines. This partnership was unveiled during the launch of the BI’s new Student Visa and Special Study Permit (SSP) E-Services in Manila.

BI deputy spokesperson Melvin Mabulac explained that the names of all foreign student applicants are sent to NICA for thorough checks. The process begins with schools preparing the applications, which must be coordinated with the Commission on Higher Education (CHED) before reaching the BI.

BI spokesperson Dana Sandoval noted that the entire application process could take two to three weeks, especially if there is a match in NICA’s database, which would trigger further scrutiny. Mabulac emphasized the robustness of their security system, which is integrated with Interpol’s database to automatically vet individuals upon entry into the country.

Commissioner Joel Anthony Viado highlighted the SSP E-Services project as a significant step towards modernizing the BI’s operations through automation. The initiative aims to simplify and secure the visa and permit application process for foreign students. The new system enables schools to submit applications directly to the BI online, reducing paperwork and enhancing convenience.

The e-services platform is accessible via the BI’s website at e-services.immigration.gov.ph. Viado stated that this system is part of the broader effort to position the Philippines as a premier education destination in Asia.
