BAGUIO CITY, Philippines – In a remarkable turnaround, Camp John Hay has attracted investments exceeding ₱1 billion just two months after the Bases Conversion and Development Authority (BCDA) reclaimed management of the area. This influx signifies substantial investor faith in the government’s ambitious plans to revitalize this historical mountain retreat.
Joshua M. Bingcang, the President and CEO of BCDA, confirmed that the organization has successfully executed 75 residential and commercial lease contracts. This development indicates the private sector’s confidence in transforming the estate into a vital ecotourism and investment site.
A Landmark with a Complex History
Originally developed as a leisure spot for the United States Armed Forces, Camp John Hay was transferred to Philippine governance in 1991. The BCDA assumed control and leased a 247-hectare section to CJH Development Corporation (CJHDevCo) in 1996, intending to convert it into an international tourism and commercial hub.
Prolonged legal conflicts over unpaid leases and contract breaches culminated in arbitration in 2015, where the Arbitral Tribunal ordered CJHDevCo to vacate. The Supreme Court’s ruling in October 2024 ratified this decision, enabling BCDA to reassert its control by January 2025, ushering in a new era of investments.
Impressive Investor Engagement
A notable portion of the newly formalized agreements pertains to 70 residential leases, involving local and international investors, including those from South Korea. Additionally, five commercial leases were locked in with prominent and emerging business entities.
Key participants in Camp John Hay’s reinvention include Metro Pacific Investments Corporation’s subsidiary, Landco Pacific Corporation, which temporarily manages John Hay Hotels; Stern Real Estate Development Corporation operating Le Monet Hotel; Amare La Cucina, a popular local restaurant; Golfplus Management Inc. in partnership with DuckWorld Philippines overseeing the golf course; and Top Taste Trading Inc., a café operator.
Fostering Economic Growth and Ecological Conservation
BCDA is committed to generating local employment and state revenue while safeguarding the natural environment of Camp John Hay. “We are dedicated to fostering economic growth beneficial to all while preserving the estate’s lush landscapes and open spaces,” Bingcang emphasized.
The BCDA is also actively reviewing the master plan for the John Hay Special Economic Zone (JHSEZ) to align with the United Nations’ Sustainable Development Goals (SDGs). Planned initiatives include improving pedestrian pathways, installing solar streetlights, and developing a smart transport network in collaboration with the Baguio City Government.

With BCDA at the helm, noticeable enhancements in infrastructure and services have been observed, thanks to strategic partnerships, such as those with Landco Pacific and GMI-DuckWorld PH. As more leases are anticipated in the coming weeks, Camp John Hay is poised to emerge as a leading eco-friendly tourist and business destination in Northern Luzon.
