Philippine Police Investigating Donations Linked to Suspected Chinese Espionage

The Philippine National Police (PNP) has initiated an investigation into recent reports involving suspicious donations allegedly made by Chinese nationals suspected of espionage. The probe centers on contributions received by two police units and one local government unit (LGU).

During a press briefing at the Saturday News Forum, Major General Nicholas Torre III, head of the PNP’s Criminal Investigation and Detection Group (CIDG), confirmed that the Police Chief ordered an immediate review of the circumstances surrounding these events.

“The chief of PNP already issued instructions to launch a thorough evaluation into these donations. The aim is to clarify the sources, context, and purpose behind these contributions,” said Torre.

These remarks follow a Reuters exclusive report indicating that three Chinese citizens, currently facing espionage accusations, have made financial donations under the guise of leading socio-civic organizations. Beneficiaries reportedly include the City of Tarlac along with two separate police forces.

Torre emphasized the importance of conducting further investigation, indicating such claims naturally draw “closer scrutiny” into international socio-civic organizations operating within Philippine territory.

“There will naturally be deeper evaluations and monitoring of these foreign-led groups following these reports,” remarked Torre.

Nevertheless, Torre reassured the public that the Philippine National Police has clear and established protocols regarding the acceptance of international donations.

“We have existing policies and guidelines that strictly regulate donations received from foreign groups. Additionally, there is an ongoing and routine assessment of affiliated organizations—not focusing specifically or solely on Chinese organizations—but across all accredited entities by our units,” Torre clarified.
