In a significant move to bridge the digital divide, the Department of Information and Communications Technology in Bicol (DICT-5) has begun deploying advanced connectivity solutions to Geographically Isolated and Disadvantaged Areas (GIDAs) across the region. This initiative, which kicked off in Legazpi City, is part of a broader effort to fulfill President Ferdinand R. Marcos Jr.’s goal of expanding digitalization throughout the Philippines.
DICT-5 Director Rachel Ann Grabador emphasized that the project is designed to significantly improve internet access and digital connectivity in these underserved areas. The initiative not only aims to empower local communities but also to enhance the capabilities of schools, government offices, and other sectors by providing them with crucial online resources.
Engineer Ralph Dela Torre, who leads the DICT-5’s Free Wi-Fi for All program, announced that 60 Starlink units, costing PHP14.7 million, are being distributed under the Broad Band ng Masa (BBM) program. To date, 19 of these units have been successfully installed in various locations within the region, with plans to complete the deployment of all 60 units by 2025.
Feedback from the communities, especially from students, has been highly positive, highlighting the transformative impact of these installations on their digital connectivity. The selection of recipients for the Starlink units was based on a variety of factors, including requests from local stakeholders and the identification of areas with no existing connectivity options.
The free Wi-Fi service, which offers speeds up to 200 mbps, has been primarily installed in schools and barangay halls within the identified GIDAs. DICT-5 employs a monitoring tool to ensure the continuous operation of these Wi-Fi sites and maintains close coordination with local barangays to address any technical issues promptly. Engineers are readily available on-site to tackle any problems that arise, ensuring the sustainability of the service.
The Starlink units have been installed in several municipalities across Sorsogon, Camarines Norte, Camarines Sur, and Albay, marking a significant step forward in enhancing digital access in these remote areas.
