NBI Arrests Three in Pampanga for Child Exploitation and Trafficking

In a significant crackdown on child exploitation, the National Bureau of Investigation (NBI) apprehended three suspects in Angeles, Pampanga. The arrests were made under the provisions of Republic Act 11930, aimed at combating online sexual abuse and exploitation of children, and the amended Republic Act 9208, which addresses human trafficking. The NBI’s Human Trafficking Division acted on tips about individuals exploiting children to create and distribute Child Sexual Abuse Materials (CSAMs) and live-streaming sexual abuse. The operation, which took place on February 3, followed the issuance of a search and seizure warrant by the Angeles Regional Trial Court. On February 6, the NBI received further intelligence that one of the suspects was actively offering her four minor daughters for live-streamed sexual exploitation. This led to an immediate response from the NBI, resulting in the arrest of the three individuals and the rescue of eight minors, four of whom were directly involved in the exploitation. Forensic analysis of the seized devices confirmed the presence of chat logs related to the exploitation. In a related development, a Filipina was arrested in Bamban, Tarlac on February 11, linked to a case involving American national Joseph Graham, who faces charges in the US for child sexual abuse and exploitation. The Filipina had allegedly sent Graham photos of her minor children and offered them for explicit live shows.
