Indigenous Leaders Celebrate Justice Following NPA Commander’s Death in Caraga

Indigenous Peoples (IP) leaders in the Caraga Region have expressed relief and a sense of justice following the death of Myrna Sularte, known as Maria Malaya, a high-ranking official of the New People’s Army (NPA). Sularte, who served as the secretary of the NPA’s North Eastern Mindanao Regional Committee, was killed during a confrontation with government forces in Barangay Pianing, Butuan City on February 12, 2025.

Datu Rico Maca, the head of the Association of Indigenous Peoples Mandatory Representatives (IPMR) in Caraga, stated that Sularte’s death marks a significant moment of justice for the numerous IP victims who suffered at the hands of her group. Maca praised the military’s efforts in maintaining peace and stability within their communities.

He recounted several brutal incidents linked to Sularte’s command, including the murder of Datu Bernandino Montenegro Astudillo, a 73-year-old Manobo tribal leader, in San Miguel on March 19, 2020. Other victims included Hawudon Jumar Bucales, the IPMR of Lianga, Surigao del Sur, and his companions, as well as Bingbong Elizalde and Datu Rexan Brital, all killed in various attacks.

Maca, who also serves as the IPMR of San Miguel, Surigao del Sur, emphasized that the conflict led to the deaths of hundreds of IPs, including young individuals recruited by the NEMRC. An unnamed IP youth leader commended the 4th Infantry Division for their role in neutralizing Sularte, expressing hope that her death would lead to confusion among remaining NPA members and encourage them to accept peace offers from the government.

The youth leader also called on local government units and agencies to expedite development programs in IP communities to tackle the underlying issues fueling insurgency.
