Philippine Military Aims to Boost Defense with Two New Submarines

The head of the Armed Forces of the Philippines (AFP), General Romeo Brawner Jr., announced plans to enhance the nation’s defense capabilities by acquiring two diesel-electric submarines. This move is part of the ongoing AFP Modernization Program, which is currently in its third phase, known as Horizon 3, set to continue until 2028. However, the timeline for Horizon 3 was recently extended to a decade under the new Re-Horizon 3 plan, approved in January 2024.

General Brawner emphasized the importance of securing adequate funding to meet the objectives of the modernization program. The estimated cost for the submarines, including necessary bases and logistical support, ranges from PHP80 billion to PHP110 billion. He highlighted the strategic necessity of submarines for the Philippines, given its archipelagic nature.

Despite the clear need for enhanced defense capabilities, Brawner acknowledged that the current funding for the AFP’s modernization efforts falls short. As a result, the military is exploring both domestic and international financing options to support the planned upgrades.

In related news, the Philippine Navy reported that the Chinese Research Vessel Lan Hai 101, which had been operating within the country’s exclusive economic zone, was expected to leave the area shortly after midnight on Thursday. As of late Wednesday afternoon, the vessel was located approximately 71 nautical miles west-northwest of Sabtang Island, Batanes, moving at a speed of 10.5 knots.
