MANILA – In a push for greater transparency and inclusivity, Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla has called on local government units (LGUs) to actively participate in the Open Government Partnership (OGP). This global initiative, co-founded by the Philippines in 2011, aims to enhance governance through transparency, public accountability, and citizen engagement.
Remulla, a former governor of Cavite, emphasized the importance of LGUs in fostering open governance, highlighting their role in strengthening ties with civil society. He stated, “We are in the pursuit of having it institutionalized all over the country,” aligning with the Marcos administration’s goal of a more responsive and transparent government.
The OGP, which also involves businesses and non-profits, has been expanding its reach to local governments since 2016. Notable participants include South Cotabato, Borongan in Samar, and more recently, Tagbiliran City in Bohol, Larena in Siquijor, Quezon City, and Baguio City.
The recent OGP Asia and the Pacific Regional Meeting (APRM) held in Taguig City from February 5 to 7, saw around 800 participants from over 40 countries advocating for stronger, more open, and accountable communities. President Ferdinand R. Marcos Jr. addressed the meeting, stressing the importance of institutionalizing Freedom of Information to enhance citizen participation in governance.
Department of Budget and Management (DBM) Secretary Amenah Pangandaman, who chairs the Philippine OGP, acknowledged the progress made but stressed that much work remains. “With renewed commitment and stronger partnerships, this is just the beginning of a brighter future,” she remarked during an Open Government Workshop on Open Contracting.
The APRM featured numerous sessions, including 35 side events, three plenaries, three high-level roundtables, and over 20 breakout sessions, focusing on various aspects of open governance such as anti-corruption, digital governance, and public participation.
DBM Undersecretary Rolando Toledo, speaking at the closing plenary, urged attendees to implement the best practices and new partnerships developed during the meeting to further the open government agenda in their respective areas. “Let us continue to collaborate, innovate, and strive for excellence in advancing our shared advocacy for a transparent, accountable, and thriving government in all nations,” he concluded.
The next OGP Global Summit is scheduled to take place in Vitoria-Gasteiz, Spain, from October 7 to 9.
