The Philippines is actively working towards finalizing a visiting forces agreement with New Zealand by the end of 2025, according to Defense Secretary Gilberto Teodoro Jr. This statement was made during the Waitangi Day Reception held in Makati City, where Teodoro expressed optimism about concluding the negotiations within the first half of the year. The discussions for the Status of Visiting Forces Agreement (SOVFA) between the two nations began last month, marking a significant step in enhancing their military cooperation.
Teodoro emphasized the importance of the SOVFA in building alliances and countering China’s unilateral actions that challenge international law. He highlighted that the agreement would not only strengthen defense ties but also aid in disaster risk reduction and humanitarian assistance, crucial for an archipelago like the Philippines needing extensive mobility support.
New Zealand’s Ambassador to the Philippines, Catherine McIntosh, confirmed Wellington’s strong political commitment to the agreement and expressed eagerness to finalize the talks swiftly. Once signed, the deal is expected to significantly transform the bilateral military relationship between the two countries and underscore New Zealand’s dedication to the region.
The SOVFA will facilitate joint military exercises and cooperative activities between the Philippines and New Zealand, enhancing their defense and military collaboration. This comes after New Zealand’s participation in a Philippine-led maritime activity in the West Philippine Sea, amid growing Chinese presence in the area. McIntosh voiced concerns over the escalating tensions in the region and urged all involved parties to seek peaceful resolutions in line with international law, including the United Nations Convention on the Law of the Sea.
Beyond defense, both nations are keen on expanding cooperation in various sectors such as trade, education, and cultural exchanges. As they approach the 60th anniversary of their diplomatic relations in 2026, the Philippines and New Zealand are committed to elevating their partnership to a comprehensive level.
