Speaker Romualdez Urges Enhanced Regional Collaboration in Indo-Pacific

During the opening of the Parliamentary Intelligence-Security Forum (PI-SF) 2025 in Manila, Speaker Martin Romualdez emphasized the need for robust regional cooperation, economic resilience, and ethical technology governance to tackle the security and economic challenges facing the Indo-Pacific region. Romualdez highlighted the region’s significance, home to nearly half the world’s population and a hub of global trade and innovation, yet facing significant geopolitical tensions and economic vulnerabilities.

Romualdez stressed the importance of a collective response to these challenges, noting the coexistence of economic dynamism with strategic competition and non-traditional security threats. He reaffirmed the Philippines’ commitment to international law, particularly in asserting its rights in the West Philippine Sea, referencing the 2016 arbitral tribunal ruling under UNCLOS. He warned against destabilizing actions like gray-zone tactics and the militarization of artificial islands, which threaten regional stability.

On the economic front, Romualdez pointed out the risks posed by supply chain disruptions and economic coercion, advocating for stronger regional economic frameworks such as the RCEP and CPTPP to promote fair and sustainable trade. He also called for protective measures for critical industries like semiconductors and advanced manufacturing.

Addressing technological challenges, Romualdez highlighted the dangers of cyber threats, disinformation, and AI misuse. He urged for enhanced cybersecurity, data privacy, and AI regulations to safeguard against cyberattacks, espionage, and misinformation. He emphasized the need for technology to support development goals, including renewable energy and climate adaptation.

Romualdez concluded by advocating for a regional strategy focused on deterrence, resilience, and commitment to peace and prosperity. He underscored the Indo-Pacific’s potential and the importance of legislative action in fostering a rules-based international order, positioning the Philippines as a key advocate for regional security and economic stability.
