MANILA – The endorsement from Human Rights Commissioner Faydah Dumarpa has significantly bolstered the chances of passing House Bill 8987, known as ‘An Act Punishing the Willful Failure to Pay Paternal Child Support,’ according to House Deputy Majority Leader and ACT-CIS Representative Erwin Tulfo. Dumarpa recently highlighted the urgent need for this legislation, noting its potential to aid numerous single mothers struggling to secure child support from their former partners or spouses. She emphasized that many single mothers have approached the commission seeking assistance in pursuing financial support for their children from ex-partners. Dumarpa also pointed out that failing to provide child support constitutes a violation of children’s rights and could be classified under ‘Violence Against Women and Children’ as economic deprivation. Tulfo expressed gratitude for the CHR’s backing, stating that it is a crucial boost, especially with the support of single mothers and the agency itself. The proposed bill stipulates that fathers must contribute at least 10% of their salary towards child support. Non-compliance could lead to a father facing up to six years in prison and a fine of up to PHP300,000 if he has the financial means but refuses or fails to provide support. The bill has already been approved by the House Committee on Child Welfare and is now under review by the Appropriations Committee to allocate necessary funds for its implementation, including the establishment of an office within the Department of Social Welfare and Development to manage judicial or administrative processes related to child support.
