Philippine House Passes Key Education Reforms, Expands Private School Voucher Program

In a significant move to bolster the education sector, the Philippine House of Representatives has passed two crucial bills aimed at enhancing student pathways and supporting private education. The first bill, HB 11213, was overwhelmingly approved with 200 votes in favor, three against, and no abstentions. This legislation introduces two distinct educational tracks for students post-junior high school: the University Preparatory Program managed by the Department of Education (DepEd), and the Technical-Vocational Program under the Technical Education and Skills Development Authority (TESDA). The University Preparatory Pathway will focus on preparing students for higher education with a comprehensive curriculum for Grades 11 and 12. Conversely, the Technical-Vocational Pathway will offer industry-driven programs designed to equip students with practical skills, allowing them to pursue further education through a ladderized system upon passing necessary assessments. Additionally, DepEd will conduct regular competency evaluations to assist students and parents in making informed educational choices. The second bill, HB 11214, passed with 202 votes in favor, no votes against, and three abstentions. It expands the Private Basic Education Voucher Program to cover all levels from kindergarten to senior high school, enabling students to select from a list of accredited private schools based on availability. The bill also introduces new support mechanisms for participating private schools and teachers, including salary subsidies and in-service training funds. Furthermore, it proposes the creation of the Bureau of Private Education within DepEd to manage and regulate private educational institutions and their assistance programs.
