The Bureau of Corrections (BuCor) and the Philippine Economic Zone Authority (PEZA) are advocating for the inclusion of the Mimaropa region in the Luzon Economic Growth Area. This initiative follows the signing of a memorandum of agreement to transform the Iwahig Prison and Penal Farm in Puerto Princesa, Palawan, into a productive economic zone. BuCor Director General Gregorio Pio Catapang Jr. emphasized the importance of integrating Palawan into the Luzon Economic Corridor, aligning with the province’s development plan to create a sustainable, technology-driven environment. The plan aims to position Palawan as a leader in Agri-Agro Industrial Development and connect it to the East ASEAN Growth Area, promoting socioeconomic growth in underdeveloped regions. The agreement will convert over 2,000 hectares of unused land into economic zones, boosting job creation and productivity in rural areas. This move supports BuCor’s mandate under the Bucor Modernization Act to use its lands for both inmate rehabilitation and economic development. PEZA will develop and manage this land as a Special Economic Zone for 50 years, with a potential extension of 25 years. PEZA Director General Tereso Panga highlighted that this partnership aligns with the Philippine Economic Development Plan 2023-2028, aiming to increase investment in ecozones and foster diverse employment opportunities through innovative economic models.
