In a robust defense of the 2025 national budget, Deputy Majority Leader and La Union 1st District Representative Paolo Ortega V refuted former President Rodrigo Duterte’s accusations of ‘blank appropriations’ within the budget. Ortega labeled these claims as deliberate misinformation intended to reinstate the controversial confidential funds previously allocated to Vice President Sara Duterte’s office.
Ortega emphasized that the budget process was meticulously followed and constitutionally sound, resulting in a budget free of irregularities. He pointed out that the budget reflects a commitment to fiscal transparency and accountability, with a significant reduction in the Office of the Vice President’s budget from PHP2 billion in 2024 to PHP733 million in 2025.
He criticized the use of disinformation by internet trolls as an outdated tactic, asserting that the public is now more discerning. Ortega accused Duterte of attempting to manipulate public perception and undermine the budget’s credibility to restore the confidential funds that were cut by Congress.
Ortega also highlighted the government’s focus on prudent spending and transparency, urging the public to remain vigilant against attempts to exploit the budget process for personal or political gain. He stressed that the administration is committed to ensuring that public funds are used effectively to support the nation’s development goals.
Malacañang has also dismissed the allegations of blank items in the budget, confirming that the extensive 4,057-page document was thoroughly reviewed by Congress and the Department of Budget and Management.
