The NCP 2025 outlines a strategic framework for the Navy’s security cooperation initiatives, emphasizing bilateral and multilateral engagements, improved maritime domain awareness, and compliance with international maritime laws. The development of the Revised NCP 2025 involved extensive cooperation among various stakeholders, including Capt. Nerelito Martinez, the assistant chief of Naval Staff for Plans (N-5), and the PN’s International Defense and Security Engagement Cluster, led by N-5 chief Rear Admiral Alan Javier.
