Comelec Enlists National Printing Office to Speed Up Ballot Production for Upcoming Elections

In a strategic move to enhance the efficiency of ballot printing for the upcoming May 12 elections, the Commission on Elections (Comelec) has, for the first time, enlisted the services of the National Printing Office (NPO). This decision was announced by Comelec Chairperson George Garcia during a recent interview. By deputizing the NPO, Comelec aims to utilize its workforce as if they were direct employees of the election commission, thereby streamlining the printing process.

Garcia emphasized the significance of this move, stating that a formal resolution would soon be issued to solidify the NPO’s role in the election preparations. This comes after a temporary halt in ballot printing at the NPO, triggered by Supreme Court temporary restraining orders (TROs) that mandated the inclusion of five previously disqualified candidates in the election lineup.

Determined to resume operations swiftly, Garcia committed to restarting the printing of official ballots by Wednesday, highlighting the urgency of the situation. He noted that any further delays could jeopardize the overall election preparations, especially with only weeks left before the elections.

The Comelec has also been actively updating its Election Management System, which includes adjustments to the Automated Counting Machines, Consolidation and Canvassing System, and the Online Voting and Counting System. These updates were part of a ‘trusted build’ process, essential for generating new ballot templates and ensuring the integrity of the automated election system.
