Philippines and China Commit to Maintain ‘Provisional Arrangement’ for Ayungin Shoal Resupply

In a significant diplomatic development, the governments of the Philippines and China have agreed to uphold the ‘provisional arrangement’ that facilitates the Philippines’ unhindered rotation and resupply (RORE) missions to the BRP Sierra Madre at Ayungin Shoal. This commitment was reaffirmed during the 10th Bilateral Consultation Mechanism (BCM) meeting held in Xiamen, Fujian, on January 16, 2025, with Foreign Affairs Undersecretary Ma. Theresa Lazaro and Chinese Vice Foreign Minister Chen Xiaodong leading their respective delegations.

The discussions at the BCM were described as ‘frank and constructive,’ focusing on the South China Sea situation and acknowledging the positive results of the provisional agreement concerning the Philippine RORE operations. Both nations expressed their intent to continue implementing this arrangement to maintain a de-escalation of tensions, while still respecting their individual national stances.

Undersecretary Lazaro emphasized the Philippines’ clear and consistent position, yet highlighted the country’s readiness for dialogue. She noted the potential for diplomatic and practical cooperation in addressing South China Sea issues, despite ongoing challenges and differences.

The Philippine delegation voiced serious concerns about recent activities by Chinese Coast Guard vessels, including the ‘monster ship’ 5901 and vessel 3103, within Philippine maritime zones. These actions were deemed inconsistent with the 1982 United Nations Convention on the Law of the Sea and the Philippine Maritime Zones Act.

In addition to the RORE agreement, both countries agreed to enhance their coast guard cooperation and identified ocean meteorology as a key area for a future marine scientific cooperation workshop. Lazaro reiterated President Ferdinand R. Marcos Jr.’s commitment to resolving disputes peacefully through dialogue and diplomacy.

The next BCM meeting will be hosted by the Philippines at a date to be determined.
