In a move to enhance transparency in local governance, KABAYAN Partylist Representative Ron Salo has proposed a bill that would require Sangguniang Bayan sessions to be livestreamed. On January 16, 2025, Salo highlighted the importance of making local legislative proceedings accessible to the public through House Bill No. 11294, dubbed the Act Mandating the Livestreaming of Sangguniang Bayan Sessions. This initiative aims to leverage online platforms to foster openness and accountability in government operations. Salo emphasized that in a democratic society, it is crucial to increase accessibility and inclusivity in governmental processes. He pointed out that livestreaming not only promotes transparency but also holds public officials accountable. The representative also noted the potential of digital technology to enhance public engagement with government activities. Salo referenced the successful implementation of livestreaming by the House of Representatives, the Senate, and the Laoag City Council, which has been streaming its sessions since July 2022, as examples of how technology can empower citizens. Additionally, a study from Isabela City, Basilan, was cited to underline the role of digital tools in improving public service and citizen involvement. Filed on January 15, HB 11294 proposes amendments to the Local Government Code of 1991 to mandate that all regular and special sessions be livestreamed on official social media pages and archived for public access. Salo believes this will modernize governance, combat misinformation, and foster an informed and engaged citizenry, setting a new standard for public service in the Philippines.
