Senate Sets Agenda with Four Key Bills for Upcoming Session

As the Senate reconvenes on January 13, it has outlined a strategic focus on four pivotal legislative proposals. Senate Majority Leader Francis Tolentino highlighted the urgency of these bills, which include the rescheduling of barangay elections, the modernization of the Philippine Institute of Volcanology and Seismology (Phivolcs), amendments to the Baguio City Charter, and adjustments to pensions for Department of Foreign Affairs (DFA) retirees.

The top priority is a bill to postpone barangay elections, extending the terms of current officials by two years. Under Senate Bill 2816, the term for barangay and Sangguniang Kabataan (SK) officials will be set at four years, with a limit of three consecutive terms in the same position. The next elections are scheduled for the first Monday of October 2027, and every four years following, to avoid clashing with national and local elections, thus enhancing governance and election management.

Tolentino emphasized the need for the Phivolcs Modernization Act (SB 2825) due to recent volcanic activities. This bill aims to upgrade Phivolcs’ technology, expand its seismic network, and improve staff compensation and training to better prepare for and mitigate disasters.

Another bill on the agenda, House Bill No. 7406, seeks to amend the Baguio City Charter to preserve its status as an independent, highly urbanized city and address issues related to property titling.

Lastly, Senate Bill No. 2863, the Foreign Affairs Pension Differential Act, is designed to support DFA retirees aged 65 and above with at least 15 years of service, ensuring they receive a pension that reflects their dedication and service to the country.

In addition to these key bills, the Senate will also consider local legislation and other initiatives such as reorganizing the National Tax Research Center, enhancing the mining sector, and bolstering the National Housing Authority.
