PhilHealth Unveils Enhanced Health Benefits for 2025 Without Raising Premiums

On January 10, 2025, the Philippine Health Insurance Corporation (PhilHealth) introduced a series of new and expanded health benefit packages for its members. PhilHealth’s President and CEO, Emmanuel Ledesma Jr., emphasized that these enhancements would not lead to an increase in premiums this year or in the future. The launch was broadcasted live, showcasing the state insurer’s commitment to improving healthcare access without additional costs to its members.

The new benefits include packages for ischemic heart disease-acute myocardial infarction, which now offers four different packages: percutaneous coronary intervention (PCI) or coronary angioplasty, which has increased from PHP30,000 to PHP524,000; fibrinolysis, up from PHP30,290 to PHP133,500; emergency medical services with coordinated referral and interfacility transfer at PHP21,900; and cardiac rehabilitation post-PCI at PHP66,140. These adjustments aim to reduce financial burdens and ensure timely access to critical medical services.

PhilHealth has also expanded its Z Package to cover peritoneal dialysis (PD) for adults, with benefits ranging from PHP389,640 to PHP510,140, depending on the daily PD solution requirements. This represents an increase of up to 89% from the previous PHP270,000 annual coverage. For pediatric patients, continuous ambulatory peritoneal dialysis (CAPD) and automated peritoneal dialysis (APD) are now available, with coverage set at PHP510,000 and PHP765,210 for CAPD, and ranging from PHP763,000 to PHP1.2 million for APD.

Additionally, the Z Package for kidney transplantation now includes living organ donor transplantation, with coverage increased from PHP600,000 to over PHP1 million, and deceased organ donor transplantation set at PHP2.14 million. These enhancements are designed to promote better treatment options and quality of life for patients with end-stage renal disease.

Preventive oral health services have been integrated into primary care, offering mouth examinations, dental cleanings, fluoride varnish applications, pit and fissure sealants, Class V restoration procedures, and emergency tooth extractions. The outpatient emergency care benefit will cover urgent care not requiring hospitalization, including life-threatening medical emergencies, with PhilHealth covering costs for emergency room visits.

Starting January 1, PhilHealth has also increased the case rates of 9,000 packages by 50%, further demonstrating its commitment to enhancing healthcare benefits without increasing member premiums.
