Baguio City Prepares for Midterm Elections with Checkpoints Starting January 12

Baguio City is gearing up for the May 2025 midterm elections with the implementation of checkpoints and a gun ban starting January 12. Atty. John Paul Martin, the city’s election officer, announced the revival of the Joint Security Command Center (JSCC) to ensure coordinated efforts among authorities for a peaceful election process. The JSCC has seen changes in its membership due to shifts in officer roles, particularly within the Baguio City Police Office (BCPO). Martin emphasized the importance of collaboration and resource sharing among JSCC members to effectively manage the elections. Checkpoints will be set up at designated and special locations to enforce the election gun ban and prevent violations. Police officers have been briefed on the proper conduct of these checkpoints, focusing on respecting citizens’ rights and adhering to the election code. The ‘plain view doctrine’ was highlighted, reminding officers to avoid unnecessary vehicle searches. Additionally, gun owners must obtain a certificate of authority from the Commission on Elections to be exempt from the gun ban. Martin stressed the shared responsibility between election officials and the public to ensure safety and order during the election period.
