Agriculture Secretary Honors Legacy of Undersecretary Savellano

MANILA – Agriculture Secretary Francisco Tiu Laurel Jr. honored the legacy of Undersecretary Deogracias Victor ‘DV’ Savellano, who passed away on Tuesday morning at the age of 65. Savellano, a former congressman and governor of Ilocos Sur, was remembered as a dedicated advocate for Filipino farmers and a key figure in the agriculture sector.

In his tribute, Tiu Laurel praised Savellano’s commitment to the welfare of farmers, likening him to the resilient bamboo plant he championed. ‘DV embodied quiet strength, resilience, and humility. He worked tirelessly for the betterment of others, driven by his love for the Filipino people,’ Tiu Laurel stated.

Savellano’s dedication extended from his early days in local governance to his significant role within the Department of Agriculture. Tiu Laurel highlighted Savellano’s unwavering focus on improving the lives of those dependent on agriculture and rural development.

Expressing his condolences, Tiu Laurel acknowledged the profound impact of Savellano’s sudden passing on the department and the many lives he influenced. ‘It is with profound sorrow that we bid farewell to our dear friend, colleague, and Undersecretary for Livestock, ‘DV’ Savellano,’ he remarked.

In response to Savellano’s death, Tiu Laurel appointed Assistant Secretary Constante Palabrica as the Undersecretary-designate for Livestock to maintain continuity in operations. Under DA Special Order 11, signed on January 7, Palabrica will assume the responsibilities of the position alongside his existing roles in the swine and poultry sectors.

DA spokesperson, Assistant Secretary Arnel de Mesa, emphasized the necessity of Palabrica’s appointment, noting that any delay in transactions could impact service delivery to Filipinos. Palabrica’s appointment, however, awaits the approval of President Ferdinand R. Marcos Jr.

Before his new designation, Palabrica had been managing the challenges posed by African swine fever and avian influenza in the swine and poultry sectors.
