MANILA – The Department of Agriculture (DA) Secretary Francisco Tiu Laurel Jr. expressed deep respect and admiration for the late Undersecretary Deogracias Victor ‘DV’ Savellano, who passed away on Tuesday morning at the age of 65. Savellano, a former congressman and governor of Ilocos Sur, was remembered as a dedicated public servant and a staunch supporter of Filipino farmers.
In his tribute, Tiu Laurel portrayed Savellano as a close friend and a relentless advocate for the welfare of the nation’s agricultural community. He likened Savellano’s character to the bamboo plant, symbolizing strength, resilience, and humility. Tiu Laurel highlighted Savellano’s unwavering commitment to enhancing the lives of rural farmers, a dedication that spanned from his early days in local governance to his influential role within the DA.
The sudden loss of Savellano was mourned not only by the DA but by all those whose lives he had touched and inspired. Tiu Laurel extended his heartfelt condolences to Savellano’s family and friends, acknowledging the profound impact of his passing.
In response to Savellano’s death, Tiu Laurel appointed DA Assistant Secretary Constante Palabrica as the Undersecretary-designate for Livestock to maintain continuity in the department’s operations. Under DA Special Order 11, signed on January 7, Palabrica is tasked with fulfilling the responsibilities of the livestock sector alongside his existing roles in swine and poultry. DA spokesperson, Assistant Secretary Arnel de Mesa, emphasized the necessity of Palabrica’s appointment to avoid any disruption in services to Filipinos, although it awaits the approval of President Ferdinand R. Marcos Jr.
Before his new designation, Palabrica had been managing the swine and poultry sectors, navigating challenges such as African swine fever and avian influenza.
