The Land Transportation Franchising and Regulatory Board (LTFRB) has escalated its efforts to enforce compliance with special fare discounts among public utility vehicle (PUV) operators and drivers. This move comes in response to numerous complaints from passengers, particularly those using transport network vehicle services (TNVS), who have faced issues with the application of the mandated 20 percent discount for the elderly, persons with disabilities (PWD), and students. LTFRB chairperson Teofilo Guadiz III highlighted that some PUV operators, including jeepney and bus drivers, have been reported for not honoring valid identification or charging full fares, which leaves passengers feeling frustrated and unfairly treated. These actions are in direct violation of Republic Act 9994, the Expanded Senior Citizens Act of 2010, and Republic Act 7277, the Magna Carta for Disabled Persons. Guadiz warned that violators could face penalties ranging from fines to suspension or revocation of their franchise. He urged the public to report any such incidents to the LTFRB hotline 1342, providing details like the vehicle’s plate number, the incident’s time and date, and any supporting evidence. Guadiz emphasized that non-compliance not only infringes on passengers’ rights but also damages the reputation of the public transport sector. He also called on TNVS companies to improve their systems to facilitate easier access to discounts for eligible passengers and encouraged PUV operators to better educate their drivers on the legal obligations regarding special fare discounts.
