On December 13, 2024, Iloilo province introduced two new educational modules under its Bulig Eskwela sang Probinsya (BES Probins) Program, aimed at empowering young people with knowledge for career selection and responsible voting, contributing to the vision of a Bagong Pilipinas (New Philippines). The Career Guidance Instructional Module (CGIM) and the Voter’s Education Instructional Module (VEIM) were unveiled to the public, with Education Secretary Sonny Angara present at the launch of the CGIM.
The CGIM is designed to assist secondary students in making informed career decisions aligned with the nation’s labor needs. It incorporates lessons on National and Local Development Plans, providing students with insights into the government’s and economy’s future directions. Governor Arthur Defensor Jr. emphasized the province’s goal to develop an educational framework that addresses the human resource requirements of the government, economy, and industry. He highlighted the importance of guiding students towards careers that ensure employment upon graduation.
The CGIM is a localized adaptation of Republic Act 11206, the Career Guidance and Counseling Act, which Defensor authored during his tenure as a congressman. He expressed gratitude to Angara, who supported the bill in the Senate when he was a senator.
The VEIM focuses on fostering an informed electorate capable of engaging effectively in the electoral process. Defensor stressed the province’s commitment to nurturing an intelligent human resource and electorate.
These modules were developed in partnership with the Department of Education (DepEd) Schools Division of Iloilo and the University of the Philippines Visayas (UPV). UPV Chancellor Clement Camposano underscored the importance of investing in civic education beyond just voter education. He revealed plans to establish a civic education program at UP Visayas, aiming to integrate it into their long-term strategic interests.
