MANILA – Speaker Ferdinand Martin Romualdez of the House of Representatives has praised President Marcos Jr.’s latest move to aid Marawi’s recovery by setting up the OPAMRD through Executive Order 78.

The creation of OPAMRD aims to streamline and accelerate the implementation of various programs, activities, and projects crucial for Marawi’s rehabilitation.

“The President’s actions show a strong dedication to resolving the persistent challenges hindering Marawi’s full recovery,” Romualdez stated in a press release.

He emphasized that the establishment of OPAMRD marks a significant advancement in ensuring sustained and accelerated efforts towards Marawi’s rehabilitation.

“This initiative underscores President Marcos’ commitment to fulfilling his promises to the residents of Marawi and the broader Bangsamoro Autonomous Region in Muslim Mindanao (BARMM),” Romualdez added.

Despite some progress, Romualdez acknowledged ongoing challenges such as delays in infrastructure projects, housing solutions, and livelihood restoration.

“OPAMRD’s formation helps address these issues by centralizing efforts and ensuring that all initiatives meet the community’s needs,” he explained.

“The people of Marawi deserve a recovery process that is efficient, transparent, and inclusive. President Marcos’ establishment of OPAMRD ensures these goals are at the forefront,” Romualdez said.

He stressed the importance of involving local stakeholders, the private sector, and civil society in the success of OPAMRD.

“It’s crucial that Marawi’s residents are involved throughout the process. Their input and experiences should guide our efforts,” he noted.

“Marawi’s rehabilitation is about more than just rebuilding; it’s about restoring dignity, hope, and opportunities for our fellow Filipinos. Together, we can turn Marawi’s story into one of resilience and victory over adversity,” Romualdez concluded.

He assured that the House would provide the necessary resources and pass legislation to support OPAMRD’s initiatives.

Romualdez also committed to collaborating with the executive branch and BARMM leadership to ensure the rehabilitation program meets Marawi’s needs.

He highlighted the House’s efforts to expedite Marawi’s recovery from the 2017 siege, including annual budget allocations of at least PHP1 billion for reconstruction, enhanced oversight of rehabilitation funds, and support for BARMM’s local development projects.

The House has also conducted numerous hearings to ensure the effective use of rehabilitation funds and to prevent delays, mismanagement, or corruption.

“Congress has been working to align national and regional efforts, especially in infrastructure, social services, and peacebuilding,” Romualdez concluded. (PNA)
