The Department of Information and Communications Technology (DICT) has significantly enhanced internet connectivity in the Ilocos Region by setting up 2,275 Free Wi-Fi for All sites since 2022, as part of the Free Public Internet Access Program (FPIAP). This initiative was highlighted by DICT Ilocos regional director June Vincent Manuel Gaudan during the Kapihan sa Bagong Pilipinas forum, organized by the Philippine Information Agency Ilocos on November 19, 2024.
These WiFi sites are strategically placed across 815 public locations throughout the region. The rollout began with 148 sites in 2022, followed by a substantial increase to 1,129 sites in 2023, and an additional 998 sites from January 1 to November 18 of the current year. The program’s goal is to offer free internet access in public spaces, including government offices, educational institutions, hospitals, medical facilities, plazas, and transport hubs.
Gaudan emphasized the safety and security of these WiFi sites, stating that cybersecurity is a top priority for DICT. He acknowledged occasional downtimes but reassured users that no personal data is collected through these services.
In addition to expanding internet access, DICT is also focusing on digital governance. Currently, personnel from 82 out of the 125 local government units (LGUs) in the region are being trained to implement the electronic Local Government Unit (eLGU) system. Developed by DICT, eLGU aims to streamline public service delivery and enhance access to government information. The system is designed to improve processes related to real property and business tax assessments, billing, and collection, increase transparency in government transactions, and build the capacity of LGU staff to manage and maintain digital systems.
DICT is collaborating with the Department of the Interior and Local Government (DILG) and the Anti-Red Tape Authority (ARTA) to roll out the eLGU system across the region, with a target for full adoption by all LGUs by 2026.
