In a significant move to align military operations with human rights standards, the Visayas Command (Viscom) hosted an educational caravan in Cebu City, led by the Anti-Terrorism Council’s Program Management Center (ATC-PMC). The event, held at Bondad Hall in Camp Lapulapu, saw Viscom commander Lt. Gen. Fernando Reyeg praising the ATC-PMC, under the leadership of Undersecretary Bernardo Florece Jr., for their efforts in educating soldiers on the human rights-based implementation of the Anti-Terrorism Act of 2020.
The caravan, which took place on November 14, 2024, was attended by personnel from Viscom headquarters and its subordinate units, as well as representatives from the Cebu police. Lt. Gen. Reyeg emphasized the importance of the event, stating that it reinforced the military’s commitment to upholding human rights while fulfilling their duties under the law. He stressed that the Visayas Command is dedicated to ensuring that all actions taken under the Anti-Terrorism Act respect fundamental rights, adhere to due process, and uphold individual dignity.
Reyeg further highlighted that the Anti-Terrorism Act, officially known as Republic Act 11479 and signed into law by former president Rodrigo Duterte, is not merely a tool against terrorism but a reflection of the nation’s commitment to protecting its citizens and upholding democratic values. He described the law as the cornerstone of anti-terrorism efforts in the region, ensuring that operations are conducted with the utmost respect for human rights and dignity.
The educational caravan provided a crucial platform for soldiers to deepen their understanding of the law, its alignment with both local and international human rights standards, and its practical application in their daily duties, both in combat and non-combat situations.
