In a significant move to support its community, Bacolod City has set aside PHP10 million to aid persons with disabilities (PWDs) through the local Department of Social Services and Development Sustainable Livelihood Program (DSSD-SLP). This initiative aims to empower 1,000 PWDs by providing each with PHP10,000 to kickstart their own livelihood projects. The recipients hail from diverse groups including various barangay associations, the Autism Society of the Philippines, and the Bacolod Special Education Center.
Alma Gustilo, head of the DSSD, reported that as of Tuesday, financial assistance had already been disbursed to 575 beneficiaries. She emphasized that the funding for this program is sourced directly from the city’s local government unit, noting that the SLP has transitioned from a national to a local initiative in Bacolod. The city commits PHP10 million annually to this cause.
The impact of the program is evident as some beneficiaries have successfully launched ventures such as sari-sari stores, fish and charcoal selling, and even acquiring electric tricycles for rental services. Gustilo highlighted that the DSSD’s project evaluation officer keeps a close watch on the progress of these livelihood projects. Successful and sustainable projects may receive further financial support in the form of additional capital.
Moreover, thriving projects could also qualify for additional assistance from the national Department of Social Welfare and Development (DSWD), upon recommendation from the DSSD. This layered support system aims to ensure the long-term success of the PWDs’ livelihood initiatives.
Bacolod City has also taken steps to better integrate PWDs into the community by registering and issuing identification cards with QR codes to at least 13,000 individuals.
